Neeko's sheet doesn't lock an item path, so this is her standard scaling AP-mage core: Blackfire Torch first for the mana and burn her poke-heavy early game wants, then Rylai's Crystal Scepter for the control that lands her E and R, and Rabadon's Deathcap for the scaling payoff. Flex Zhonya's Hourglass or Void Staff by matchup, and open a Sapphire Crystal if you need extra early mana.
